The classic with lamb is Syrah because of the spiciness of the grape itself. Usually Zin makes a pretty good match, but they also tend to have a jammy quality.
Look for wines from the Rhone Valley, France.
Cote du Rhone, Crozes Hermitage are two examples that won't break the bank and each can be great.

Aree with Jason.

You can also find some good Rhone-like wines that are produced in the Languedoc, and at a reasonable price. But you should ask someone reputable for advice on them.

Once in a while, a big, bold, berry-like Pinot Noir pairs well with lamb.
