i am looking for a white wine to pair with a peppery/spicy halibut dish. Any suggestions?

Hi Stu and welcome to the Wine Board. Either a German Riesling Kabinett or a Gewurztraminer from Alsace will do you fine.

Try a Gruener Veltliner (from Austria) if you can find one in the $12 to $15 range (they can go higher).
